Ending Procurement and Forced Use of Paper Straws

Most of this order is directed at federal practices, but its request for a “National Strategy to End the Use of Paper Straws” includes a directive to address “contract policies and terms with entities, including States, that ban or penalize plastic straw purchase or use,” which some agencies might interpret as an order to use their leverage in federal grantmaking to pressure states into abandoning policies they prefer. Insofar as straw laws are better left to communities rather than federal agencies, such actions would be a loss for federalism.
